About the NHEV Pilot Project

National Highways for Electric Vehicles (NHEV) is a pilot program adopted by Govt of India; initially supported by the Ministry of Commerce & Industry to upgrade highways into E-Highways. It conducted Tech-Trials on 3 pilot corridors, namely Delhi-Agra (Yamuna Expressway – 2020) and Delhi – Jaipur (NH48 – 2022)  , Chennai – Trichy (NH 179B – 2024)  out of 12 National Corridors proposed by the Ministry of Power for electrification in its Guidelines and standards dated 14.12.2018 to be converted into E-highway. NHEV is built and funded on a Hybrid PPP Model called Annuity Hybrid E-Mobility (AHEM); currently in expansion mode of 5500 km e-highways on Bharatmala & Sagarmala routes from Delhi to Kanyakumari via Mumbai and Kolkata corridors.

Miniature Concept Model of NHEV
3rd Generation Charging Station

This Ease of Doing Business, a miniature concept model charging station was revealed by Shri Nitin Gadkari, Union Minister Road Transport & Highways Govt of India in Sept 2022. This 3rd Generation  world-class charging station miniature of upcoming 3G Energy  stations on Agra-Delhi-Jaipur routes shall open India’s first 500 km E-Highway in its pilot phase in 2024. The pilot embattled towards upgrading 5000 km of routine highways into E-Highways from 2024 with these futuristic charging stations equipped with advanced technology of connected vehicle, multi-modal connectivity, state-of-the-art hospitality services, logistics hub and battery swapping for local e-mobility. Exhibited as future of ‘Petrol Pumps’ with prefabricated steel structure and geopolymer concrete infra, early CapEx breakeven to hold hub and spoke model for employment, economy and environment; building ‘Circular Economy’ around the stations in the rural circumference.

Provisional LoA (Letter of Award) shortlisted partners can connect with their respective zonal offices to schedule their site visit. This visit is essential to finalize your techno-commercial submissions in a phased manner. Timely coordination will ensure that the pricing of your technology, product, or service is accurately included in the final station pricing.

Build

The Build phase of NHEV has laid a robust and intelligent foundation with 28 integrated components that power the 3rd Generation Energy Station. These stations will be the growth engines, scaling access to green energy, fostering innovation, and accelerating India’s journey towards a zero-emission economy.

Grow

NHEV is expanding its network of electric highways across India. Starting with 23 highways, the number has now increased to 26. With every successful trial, more highways are added to the plan. By 2027, the network will cover 13,000 km, and by 2030, it will reach 20,000 km. This growth is helping India move towards a cleaner and smarter transport future.

Marathon Meet
5500 KM EHighway

The Marathon marks the upgradation of 5500 kms of National Highways and Expressways into E-Highways through 121 NHEV 3rd Generation Charging Stations. The Marathon includes multiple roundtables, deliberations and ministerial addresses from Union Ministries of the Government of India attaining its climate goals by decarbonising its transport with inculcation of e-mobility, hydrogen, and biofuel together in its highway infrastructure on 5500 km with such continued commercial pilots; is paving the path for economic resilience in the Amritkaal to India @100.

This marathon is being held to synchronize the partners and their vision for a smooth and time-bound disbursement of this total credit outlay of ₹3,672 Crores with a 12-month moratorium in the construction and land acquisition phase.

Allocate

NHEV 3G Energy Stations are part of the growing network of eco-friendly charging infrastructure being established across 26 highways. These stations will be equipped with state-of-the-art green fuel technologies to support electric vehicles and other sustainable transportation solutions. Upcoming sites for these stations will be allocated under the Public-Private Partnership (PPP) model model AHEM, driving forward India’s clean mobility vision.

Monetize

As per the clarification by the Ministry of Power, no license is required to own or operate an EV charging station, if you have land available on national highways. 10th Pre-Allocation Round
of 3G Energy Station to PSUs

The National Highways for EV (NHEV) Roundtable on EV Charging Infrastructure Financing, held under the Annuity Hybrid E-Mobility (AHEM) model, marked the 10th Pre-Allocation Round of Charging Stations to Public Sector Units (PSUs). This significant milestone took place on 26th October 2021 at Pragati Maidan, New Delhi. It was the first time PSUs were formally pitched to participate in the NHEV ecosystem, laying the groundwork for a public-private framework in EV infra development.

 

It has been over three years since the PSU Pre-allocation Round, during which limited on-ground action from public sector units slowed the initial momentum of the NHEV project. However, with renewed clarity and urgency following directions from Parliament in Feb 2024, the deployment of NHEV 3G  Energy  Stations has regained pace.
